The challenge
After a decade in service, the regulator's core platform was no longer fit for purpose. The system comprised two portals - an internal portal for regulatory staff managing licences, incident reporting, safety audits, and compliance, and an external portal for operators to submit applications, reports, and data.
Years of changes across multiple development teams had left the platform fragmented, with an inconsistent user interface and a disjointed experience for both staff and operators. Performance had deteriorated significantly, hampering the regulator's ability to manage day-to-day operations and evolve the system to meet changing needs.
Given the mission-critical nature of the platform, the regulator needed a solution that was cost-effective, rapidly deployable, and uncompromising on quality.
