About the organisation

The New Zealand Transport Agency (NZTA) is responsible for the national transport system, which involves overseeing a rite of passage for every New Zealander to obtain a driving licence. NZTA carries out driver licence theory tests every year at more than 100 sites and 15 mobile locations nationwide.

The challenge

The NZTA's driver licence theory testing system was running on outdated, unsupported technology that posed a growing business risk. The platform had no integration with the Driver Licence Register, forcing staff to rely on manual data entry, a process that was both time-consuming and error-prone. Mobile testing locations were constrained by the need for pre-configured software on dedicated devices, limiting flexibility and access for learner drivers across the country.

In line with the New Zealand government's Digital Public Service Strategy, the agency committed to replacing the legacy system with a modern, flexible solution that would improve the experience for both learner drivers and administrators, and set the organisation up for the future.

The solution

In just six months, and with a team of only five developers, NZTA successfully transitioned from its ageing national testing system to a modern, cloud-based solution, delivered on time with all agreed functionality intact. Given the imminent expiry of the legacy software licence, hitting that deadline was non-negotiable.

Built on the OutSystems AI-powered low-code platform in partnership with Unisys and PhoenixDX, the new system was chosen for OutSystems' proven track record in rapid application development, legacy modernisation expertise, enterprise-grade security, and commitment to open standards, ensuring NZTA avoided vendor lock-in.

The solution directly addresses the shortcomings of the legacy platform by introducing automation, seamless integration with the Driver Licence Register, and significantly simplified processes for both learner drivers and agency staff. Self-service tests can now run concurrently from any device, anywhere, without the need for pre-configured hardware, dramatically increasing reach and flexibility for testing locations across New Zealand.
