The challenge
The NZTA's driver licence theory testing system was running on outdated, unsupported technology that posed a growing business risk. The platform had no integration with the Driver Licence Register, forcing staff to rely on manual data entry, a process that was both time-consuming and error-prone. Mobile testing locations were constrained by the need for pre-configured software on dedicated devices, limiting flexibility and access for learner drivers across the country.
In line with the New Zealand government's Digital Public Service Strategy, the agency committed to replacing the legacy system with a modern, flexible solution that would improve the experience for both learner drivers and administrators, and set the organisation up for the future.
